Commercial Gaugers are individuals and commercial organizations that measure, gauge, or sample merchandise (usually merchandise in bulk form) and who deal mainly with animal and vegetable oils, petroleum, petroleum products, and bulk chemicals. A “Customs-approved gauger” is a commercial concern, within the United States, that has demonstrated, the capability to perform certain gauging and measurement procedures for certain commodities. Customs approval extends only to the performance of such functions as are vested in, or delegated to, Customs. Also, the commercial gauger must comply with an updated permit to perform.
Customs valuation is a custom procedure applied to determine the customs value of imported goods. If the rate of duty is ad valor em, the customs value is essential to determine the duty to be paid on an imported good. Always the business reflect in each product the value, and reflect the price of any sold product.
You may receive a bill for your shipment if examined by U.S. Customs and Border Protection (CBP). Under Title 19, section 1467, of the United States Code (19 U.S.C. 1467), CBP has a right to examine any shipment imported into the United States. The importer must bear the cost of such cargo exams.
Per the Customs and Border Protection regulations, it is the responsibility of the importer to make the goods available for examination- "The importer shall bear any expense involved in preparing the merchandise for Customs and Border Protection examination and in the closing of packages" (19 C.F.R. 151.6 ). Household effects are not exempt. No distinction is made between commercial and personal shipments.
During normal operations, Customs and Border Protection does not charge for cargo examinations like at the airports baggage claims. However, there may still be costs involved for the importer. For example, if your shipment is selected for examination, it will generally be moved to a Centralized Examination Station for the Customs and Border Protection exam to take place. A Centralized Examination Station is a privately operated facility where merchandise is made available to customs officers for physical examination. All the inspections cost will be liquidated and are responsibility of the exporter or importer accordingly with the agreement between buyer and seller or INCOTERM.
